At Moree Plains Shire Council, we are looking for an approachable, assertive, and solutions-orientated WHS Officer to join our People & Culture division. The Opportunity

Reporting to the WHS Business Partner, you will play a key role in monitoring and improving safety practices. This position adopts a proactive approach to conducting site assessments and investigations, particularly within our operational teams, to ensure everyone goes home safe every day.

Your key responsibilities will include:

  • Conducting regular safety site inspections and audits to proactively identify hazards and assess risks.
  • Providing operational support during WHS incidents, including assisting with investigations and documenting corrective actions.
  • Delivering site-specific WHS inductions and guidance to new employees, contractors, and volunteers.
  • Supporting the implementation of the WHS Management System and Integrated Management System (IMS) policies.
  • Facilitating effective WHS consultation by attending toolbox talks and supporting Health and Safety Committees.
  • Analysing WHS data and preparing reports to demonstrate performance and support continuous improvement.
  • Maintaining accurate WHS records, including incident reports, risk assessments, and inspection logs.
  • Supporting corporate health initiatives, such as wellness programmes and drug and alcohol workplace testing.

The location for this role is the Max Centre in Moree.

About You

You are a level-headed and articulate professional with the ability to maintain confidentiality and provide timely advice to staff at all levels. You possess a strong understanding of current WHS legislation and have experience applying safety systems in an operational or construction environment.

To succeed in this role, you’ll bring:

  • Minimum Certificate IV in Work Health and Safety (or similar discipline) with relevant organisational experience.
  • Proven experience in undertaking WHS investigations, inspections, and safety observations.
  • Strong written and verbal communication skills with the ability to prepare complex reports and presentations.
  • Ability to interpret and advise on relevant WHS legislation, such as the Work Health & Safety Act 2011.
  • Well-developed computer skills and the ability to maintain accurate electronic records.

Required Tickets, Licences and/or Qualifications:

  • General Construction Induction Certificate (White Card).
  • Class C Drivers Licence.

Desirable Criteria

  • Previous Local Government experience.
  • HLTPAT005 Drug and Alcohol Collector Training.
  • Current First Aid Certification.

Required Clearances and Checks:

  • National Criminal History Check.
  • Working with Children Check Clearance (NSW).
  • Pre-employment medical, which may include drug and alcohol testing.
