Senior Business Analyst (Procurement) I 12 months contract I Federal Government
Your new role
My client, a well-known Federal Government agency, is seeking a Senior Business Analyst to play a pivotal role across complex procurement and delivery programs. This position will lead the definition, structuring, and assurance of business, functional, and non-functional requirements, ensuring they are clear, complete, and aligned to commercial and delivery outcomes.
Working closely with the Project Manager and key Subject Matter Experts, you’ll ensure requirements are unambiguous, testable, and support effective sourcing, contracting, and implementation.
Acting as the critical bridge between business intent, procurement artefacts, and downstream delivery, this role ensures that solutions procured are not only fit-for-purpose but also contractually enforceable.
Responsibilities:
This role plays a critical part in shaping and assuring requirements across complex procurement and delivery programs.
- Requirements Strategy & Definition
Lead the development of structured, high-quality requirements across business, functional, non-functional, security, and service domains. Ensure all requirements are clear, testable, measurable, and aligned to outcomes, while driving consistency and maturity across programs.
- Procurement & Statement of Requirements (SoR)
Own and assure the development of SoRs and supporting procurement artefacts, ensuring alignment with contract structures, enforceability, and effective performance and risk management.
- Governance, Traceability & Assurance
Establish end-to-end traceability from business need through to delivery outcomes. Manage requirement baselines, change control, and conduct quality reviews across documentation and supplier responses.
- Market Engagement & Evaluation
Support early market engagement, develop clear problem statements, and assist with supplier clarifications. Play a key role in evaluating responses, identifying risks and gaps, and ensuring solutions are deliverable and aligned to business intent.
- Delivery & Implementation Alignment
Ensure requirements support transition planning, acceptance criteria, and service performance measures. Work closely with delivery teams to maintain alignment throughout the lifecycle.
- Stakeholder Engagement
Facilitate workshops and collaborate across business, technical, and commercial teams, translating complex needs into clear, actionable requirements and resolving ambiguity early.
Essential Criteria
Extensive experience in business analysis within complex procurement or delivery programs
Strong capability in:
- Requirements elicitation, modelling, and documentation
- SOR and procurement artefact development
Proven experience working alongside:
- Procurement / Commercial teams
- Legal teams
Ability to define:
- Traceability frameworks
- Acceptance and performance measures
Strong analytical, facilitation, and documentation skills
