Major Responsibilities
This position is accountable for ensuring delivery of all required services under allocated Program including:
- Treat Safety, Environmental and Health compliance as a top priority.
- Develop and maintain the required program management plans and monitor and report performance against the plans. Provide the necessary coordination between the organisational functions to ensure a consistent program approach is delivered.
- Define and maintain program work breakdown structures and manage any program changes in coordination with the Vessel Managers, Commercial & Contracts.
- Develop and maintain a rolling 12-month schedule for all program level activities. Integrate as needed individual project/ vessel level schedules into the program schedule. Coordinate with relevant Managers to ensure activities are completed in accordance with the program schedule and contract deliverables.
- Forecast and maintain program financial and resource requirements on a rolling 12 month basis.
- Ensure program related external and internal reports are maintained and delivered in accordance with contractual and Teekay internal requirements.
- In conjunction with the F&A function, develop and maintain the overall program budget. Monitor and report against program budgets and initiate corrective actions where deviations are occurring.
- Establish the methodology and objectives for execution of the program. Maintain program KPI’s to monitor performance and initiate improvement programs in conjunction with Vessel/Function Managers where necessary. Drive consistency in delivery of service across project/ vessel teams in collaboration with Vessel Managers.
- Monitor resource allocation for the program. Work with Functional Managers to adjust resources as needed to meet program objectives.
- Ensure all necessary information is shared between all program stakeholders in an efficient and consistent manner.
- Develop and implement risk management for the program including identifying necessary controls and mitigations. Follow up implementation with relevant Vessel/Functional Mangers to ensure adequate and effective control of risks.
- Work with Procurement and Logistics to ensure program specific procurement objectives are met e.g., AIC, Indigenous participation etc. Monitor and report progress against these objectives.
- Identify all stakeholders in the program and ensure plans are in place for management and communication with each stakeholder group including relevant Teekay representative/POC. To act as POC for nominated stakeholders.
- In conjunction with the Contract Manager develop, manage and undertake contract Change Proposals in support of project requirements whilst directing risk management activities to actively manage the Program risk profile.
Requirements (Knowledge, Skills and Abilities)
- A bachelor’s degree or equivalent in an Engineering/Naval Architecture or Master of Business Administration discipline
- A qualification in Project Management or business administration.
- Experience in program management leadership role, preferably related to Defence or Government Maritime programs within a quality framework.
- Understanding of program management implications within a heavy industry or Defence environment, preferably with experience in managing projects under ASDEFCON contracts
- Strong written and verbal communication skills, with the ability to build effective relationships between team members, stakeholders and clients.
- Ability to coordinate and manage diverse technical experts on issues outside own area of experience and expertise.
- Strategic thinking and vision
- Problem solving and critical thinking
- A current NV1 Australian Government Security Clearance
- Knowledge of engineering, systems and/or process design theory and understanding of innovation or continuous improvement methodologies (Six Sigma, TQM) is desirable
