At Moree Plains Shire Council, we are looking for a rational leader with strategic leadership skills and high integrity to join us as our Manager Environment & Compliance. The Opportunity

Reporting to the Director Planning & Development, you will lead Council’s environmental and regulatory compliance functions, including Ranger Services, Environmental Health, and Biosecurity (Weeds). You will be responsible for establishing clear frameworks for enforcement and investigation while ensuring all activities are risk-based and aligned with legislative obligations.

Your key responsibilities will include:

  • Providing strategic leadership for multidisciplinary teams, including workforce planning, performance management, and capability development.
  • Overseeing compliance and enforcement across three key streams:
    • Ranger Services: Lead Council's animal management, livestock, impounding, and public safety functions.
    • Environmental Health: Oversee food safety, public health programmes, and environmental protection inspections.
    • Biosecurity (Weeds): Lead inspection, control, and enforcement activities in line with regional biosecurity plans.
  • Representing Council in legal proceedings, including liaising with solicitors and courts, and overseeing the preparation of evidence and legal briefs.
  • Designing community education programmes to promote voluntary compliance and build public understanding of regulatory requirements.
  • Developing and reviewing policies to ensure they respond to legislative reform and emerging industry risks.
  • Managing team budgets and contributing to the implementation of Council’s Operational Plan and Delivery Programme.

About You

You are an effective communicator capable of managing complex issues, conflict, and competing priorities. You bring a professional approach to regulation, fostering a culture of accountability and continuous improvement across all functions.

To succeed in this role, you’ll bring:

  • Relevant tertiary qualifications or substantial experience in environmental health, regulatory compliance, or a related field.
  • Extensive experience in regulatory investigations and enforcement, including evidence gathering and legal documentation.
  • Proven experience managing multidisciplinary teams in a local government or comparable regulatory environment.
  • Demonstrated ability to interpret and apply legislation, such as the Companion Animals Act, Biosecurity Act, and Local Government Act.
  • Highly developed analytical and problem-solving skills supported by sound digital literacy.

Required Tickets, Licences and/or Qualifications:

  • Class C Australian Driver’s Licence.

Desirable Criteria:

  • First Aid Certificate.
  • Appointment as an Authorised Officer under relevant legislation.
  • Previous Local Government experience.

Required Clearances and Checks:

  • National Criminal History Check.
  • Pre-employment medical, including drug and alcohol testing.
