At Moree Plains Shire Council, we are looking for a forward-thinking, strategic, and analytical leader to join us as our Manager Roads & Transport. The Opportunity

Reporting to the Director of Infrastructure, you will lead the strategic planning and asset management of Council's extensive roads and transport network. Overseeing a team of direct and indirect reports (approx. 60 staff), you will ensure a holistic approach to maintenance, renewal, and capital programmes across the Shire.

Your key responsibilities will include:

  • Leading the Roads and Transport teams, delegating tasks effectively to ensure sustainable operational processes.
  • Developing and maintaining Asset Management Plans, ensuring accurate forecasting, budgeting, and lifecycle planning.
  • Managing network sourcing and procurement, including road-making materials (quarrying) and specialist contractors.
  • Enhancing network accessibility, driving best practices in condition inspections, and undertaking risk-based reviews to prioritise works.
  • Leading grant applications and negotiations, ensuring projects meet industry quality standards and are cost-effective.
  • Driving emergency service logistics, including flood recovery and resilience initiatives to improve route reliability.
  • Fostering community relationships through active participation in consultations to ensure local needs guide management priorities.
  • Integrating GIS and data analytics, using platforms like TfNSW 'Reflect' to support evidence-based decision-making.

About You

You are a communicative and transparent leader with exceptional attention to detail and the ability to navigate the political and social context of local government. You possess outstanding interpersonal skills and the ability to provide specialist guidance on complex engineering matters.

To succeed in this role, you’ll bring:

  • Degree-level qualification in Civil Engineering or Engineering Science (Transport Engineering).
  • Extensive practical experience in roads and transport services, including construction and maintenance of civil infrastructure.
  • Developed skills in Asset Management and Integrated Planning & Reporting.
  • Proven expertise in budget management and strong financial oversight.
  • Advanced skills in interpreting complex documents, legislative changes, and operational plans.
  • Ability to lead multidisciplinary teams and manage critical projects to deliver quality outcomes.

Required Tickets, Licences and/or Qualifications:

  • General Construction Induction Certificate (White Card).
  • Class C Drivers Licence.

Desirable Criteria

  • Qualifications in Asset Management, Management, or Team Leadership.
  • Experience in CAD or GIS mapping software.
  • Previous Local Government experience.

Required Clearances and Checks:

  • Working with Children Check.
  • Pre-employment medical, which may include drug and alcohol testing.
